Abstract

Purpose

The Scottish Parliament was founded on principles of openness and accessibility and signalled the potential for a new style of politics after devolution. In the aftermath of allegations of political sleaze early in the life of the new institution, the Standards Committee of the Scottish Parliament conducted an inquiry into the registration of lobbyists. This process attracted much comment and criticism from public affairs practitioners and the Scottish media. Based on original empirical research, numerous interviews and first‐hand observation, the purpose of this paper is to offer a response to some of these criticisms.

Design/methodology/approach

The research reported here is based upon extended fieldwork and observation of the developing lobbying industry around the new Scottish Parliament, spanning the period from late 1998 until summer 2003. It involved some 73 interviews with various corporate and voluntary sector lobbyists, public servants and elected representatives. It also draws on participant observation at more than 70 official, public and private meetings for those involved in public affairs in Scotland. In addition, the paper monitored the popular and specialist media in Scotland for news and analyses of issues relating to lobbying at the new Parliament, undertook focus group research to test public opinion on the issue of registration, designed and administered an e‐mail survey of public servants in the USA and Canada charged with maintaining registers of lobbyists and conducted archival research at the Scottish Executive's library at Saughton House in Edinburgh.

Findings

The paper suggests the efforts by parliamentarians to regulate their relations with lobbyists need to be grounded in principles that apply to all outside interests seeking to influence the democratic process.

Originality/value

The paper challenges the assertions that lobbying is misunderstood by elected representatives and that the lobbying industry is entirely committed to increasing transparency.

Abstract

This conceptual chapter explores communicating with transparency and secrecy in public affairs activities in Norway. The tension between transparency and secrecy is particularly interesting with regard to the question of impact of strategic communication on political policymaking processes. As a theoretical framework, we use a double lens to hold the concepts of both transparency and secrets in focus. First, we draw on Fung’s (2013) principles of democratic transparency: availability, proportionality, accessibility and actionability. Second, we use Horn’s (2011) three logics of political secrecy: arcanum, mysterium and secretum. By integrating Fung’s principles of openness and Horn’s logics of secrecy, we construct a model for analysis of a few public affairs activities and practices. Empirical examples of PR agencies’ communicative activities support our model, in addition to interviews with three executives in agencies. The empirical examples illustrate that communication activities rely on top-down controlled information diffusion in PR agencies’ communication activities, such as podcasts and web pages. They use information to develop group identities and to develop stronger relationships to their clients and customers. The social dimension of information in our examples suggests that the agencies are discrete, operate in the background and are careful about revealing their competence and privileged insights.

Purpose

The focus of the chapter is on disputes around corporate social responsibility (CSR) in the fossil fuel industry and how media and social networking technologies are deployed in a virtual war between oil corporations and dissident, activist and protest groups.

Methodology/approach

Communications by BP, Shell, and their opponents in this virtual war are compared, especially in relation to the creative use of the internet, digital technologies, and social media. Through a case study approach, the chapter shows how communications often center on contested notions of CSR and claims by the oil giants about their environmental impact, which opponents dismiss as “greenwashing.” The various techniques deployed by both sides in this wide-ranging “PR war” are explored and contrasted in detail.

Findings

The findings for each case study reveal the diverse, complex, and changing nature of the relationship between the oil industry and its critics. The chapter concludes by arguing that if CSR is seen as “greenwashing” by the public, it is only likely to fuel widespread skepticism of the oil and gas sector and of corporate claims about the environment more generally.

Research limitations/implications

The research offers a snapshot of online and social media campaigns and PR strategies and tactics within the oil and gas industry rather than empirically grounded set of findings that can be easily applied to other fields.

Practical implications

Practical implications include attention to inflated or understated claims and the use of citizen testimony and humor to puncture CSR “rhetoric.” There is consideration of use of digital technologies by activists and attention to the way public debates and consultations are conducted. The need for a more respectful engagement with local communities by all parties engaging in public relations is underlined.

Originality/value

The chapter applies the concept of “asymmetrical warfare” from conflict studies within the media and communications tradition to provide a fresh revaluation of the term “PR war,” It offers a rare focus on online efforts by activist to subvert CSR-related branding, marketing, and communications. Discussion of the use of parody alongside factual and emotional arguments to challenge corporate hegemony also provides revealing insights.

Granting ‘sanctuary’ in the United States to those fleeing poverty and violence is rooted in a deep history of hospitality and compassion. As we are witnessing a rise in xenophobia accompanied by policies of exclusion, we also see a rising number of ‘sanctuary jurisdictions’ limiting their cooperation with immigration authorities that many communities consider are using extremely harsh and punitive measures to detain and deport irregular migrants. As this chapter will demonstrate, there has been a dramatic increase through ‘immigration federalism’ of the number of these jurisdictions in cities, states and municipalities since the first practices of ‘sanctuary’ in the 1980s as result of the waves of forced migration due to the civil wars in Central America. The author also proposes that those entities granting ‘sanctuary’ to irregular migrants should also apply practices of ‘compassionate migration’ as described in the chapter to expand their protections further and include them in their communities.

Abstract

Purpose

Buildings contribute significantly to CO2 production. They are also subject to considerable taxation based on value. Analysis shows that while similar attributes contribute to both value and CO2 production, there is only a loose relationship between the two. If we wish to use taxation to affect policy change (drive energy efficiency behaviour), we are unlikely to achieve this using only the current tax base (value), or by increasing the tax take off this current tax base (unlike extra taxation of cigarettes to discourage smoking, for example). Taxation of buildings on the basis of energy efficiency is hampered by the lack of current evidence of performance. This paper aims to model the now-obligatory (at sale or letting) energy performance certificate (EPC) data to derive an acceptable appraisal model (marked to market, being the EPC scores) and deploys this to the entire population of properties. This provides an alternative tax base with which to model the effects of a tax base switch to energy efficiency and to understand the tax incidence effects of such a policy.

Design/methodology/approach

The research uses a multiplicative hedonic approach to model energy efficiency utilising EPC holding properties in a UK jurisdiction [Northern Ireland (NI)] as the sample. This model is then used to estimate discrete energy assessments for each property in the wider population, using attributes held in the domestic rating (property tax) database for NI (700,000+ properties). This produces a robust estimate of the EPC for every property in its current condition and its cost-effective improved condition. This energy assessment based tax base is further used to estimate a new millage rate and property tax bill (green property tax) which is compared against the existing property tax based on value to allow tax incidence changes to be analysed.

Findings

The findings show that such a policy would significantly redistribute the tax burden and would have a variety of expected and some unexpected effects. The results indicate that while assessing the energy performance of houses can be a complex process involving many parameters, much of the explanatory power can be achieved via a relatively small number of input variables, often already held by property tax jurisdictions. This offers the opportunity for useful housing stock modelling – such as the savings possible from power switching. The research also identifies that whilst urban areas display the expected “heat island” effect in terms of energy consumption, urban properties are on average more efficient than suburban/rural properties. This facilitates spatial targeting of policy messages and initiatives.

Research limitations/implications

Analogous with other studies, data deficiencies introduce the risk of omitted variable bias. Modelling of the energy efficiency in the sample is limited to property attributes that are available for the wider population of properties. While this limits the modelling exercise, it is a perennial issue facing mass appraisal worldwide (where knowledge of the transacted sample attributes generally exceeds knowledge of the unsold properties). That said, the research demonstrates the benefits of sharing data and improving knowledge of the housing stock, as taxation databases would be stronger, augmented with EPC-derived property attributes for example.

Originality/value

The EPC lead in time for wide residential coverage is likely to be considerable. The paper contributes to emerging literature and policy debate surrounding the effect, performance measurement and implementation of energy efficiency certification, through a greater understanding of the sectorial and geographical dispersion of energy efficiency. It provides high level research to help guide policy and decision-making, identifying key locales where there is more of a physical problem and locations where there is more to gain in terms of targeting energy improvement and/or encouraging behavioural change. The paper also allows a glimpse of the implications of a change towards a taxation regime based on energy efficiency, which contributes to the debate surrounding the “greening” of property based taxes.

Abstract

Purpose

The purpose of this paper is to argue that public relations (PR) history‐writing has profoundly shaped the discipline and that its US bias may have limited theoretical developments. The author aims to explore the challenges in writing PR history and to consider some of the strategic philosophical issues and challenges that face historians.

Design/methodology/approach

Historical interpretations are shaped by authors' social constructions and thus the paper is written reflexively. The author discusses the way in which histories are structured and patterned by their authors' assumptions and values about the nature of time; human civilisation, progressivism, situationalism, inevitability, human agency, cultural change, flux and transformation.

Findings

Existing (largely US) PR historical writing is analysed in terms of its theoretical impact through the “four models” and it is argued that this typology is not appropriately applied to other cultures with different paths of historical evolution. As a way of demonstrating this point, key aspects of British developments in the twentieth century are drawn out to reveal a dozen “models” of PR practice that could potentially form the basis of theoretical research.

Originality/value

Overall, the paper contributes a discussion of historical methodology in relation to PR; shows the connection between history and theory‐building in PR; and demonstrates that history from other cultures can reveal alternative models for theoretical development.

Purpose – This chapter describes how radical aims for community-owned broadband became compromised by the consequences of clientelism and elite patronage as some campaigners engaged in lobbying government.

Design/methodology/approach – Five years of participant observation and an auto-ethnographic methodology richly describe the author's involvement in a community broadband co-operative, various regional and national support groups and finally with a national group conducting campaigning, research and co-ordination activities for community ownership of Next Generation Access broadband.

Findings – This illustrates the difficulties faced by Third Sector and Civil Society organisations attempting to engage in lobbying activities in the same manner as conventional commercial lobbyists. In particular, it describes how lobbying necessitates a complex interlocking of activities, such as research, consultancy, conference organisation and other such forms of networking; and it describes how all of these activities can become subordinated to the interests of political patrons. It also suggests that the uncertainty around the meanings and relevance of the Third Sector/Civil Society has allowed the entry of older forms of exerting power such as clientelism and patronage.

Research limitations/implications – Further research is needed into a much larger group of organisations to examine the processes by which Third Sector and Civil Society groups engage with government.

Originality/value – The chapter uniquely applies Critical Management Studies and a political studies perspective on clientelism and patronage to the analysis of Third Sector and Civil Society organisations.

Abstract

Purpose

This paper seeks to compare different national PR histories in order to unfold the degree of abstract reflection in PR history writing. It aims to provide some suggestions for a future PR historiography, based on this comparison.

Design/methodology/approach

The paper compares British, German, and US American PR historiography. The study is based on a comparison of 36 PR histories. A triple matrix of theoretization is used in order to differentiate the histories.

Findings

Within the comparison American PR historiography accounts for 24 public relations history approaches, whereas Great Britain (1) and Germany (11) offer fewer histories. However, this richness in quantity does not lead to theoretical diversification. Owing to the paradigmatic obligation to a progressivist understanding, American PR historiography actually entails only one theoretic approach, while its German equivalent includes three different theoretic approaches and British PR historiography – being at its start – at least contains one explicitly non‐progressivist, methodologically well‐informed, fact‐oriented example. Paradoxically, the prevailing American PR historiography, on the one hand, conceptualizes PR as a modern phenomenon but, on the other hand, claims even ancient beginnings.

Research limitations/implications

The corpus of analysis contains only studies that attempt to supply an encompassing overview of (national) PR history.

Practical implications

Public relations managers may use these findings to achieve a more nuanced critical understanding of the history of their occupation, and thereby reflect on its current state, which may lead to intensified ethical endeavours.

Originality/value

The paper presents a pioneer systematic comparison of the three national PR histories, which may lead to enhanced national and general PR historiography. Another value is the establishment of a theoretically informed comparative measuring instrument, which (in future) can also be applied in order to compare and improve other national PR historiographies.
